The first place that local homeowners should look for plumbing rebates is the latest adjustments to The Great Update Rebate.

Plano began The Great Update Rebate program in 2014 to assist homeowners with the financial strain of caring for older homes.

The program has been adjusted several times to better serve the evolving needs of the city’s aging homes. The most recent changes took effect for the 2024-2025 fiscal year, and aim to serve older residents and those with accessibility needs.

“If we have people aging in place or with mobility issues, we have the ability to provide assistance to them,” Director of Neighborhood Services Curtis Howard told Community Impact.

What plumbing projects are covered by The Great Update Rebate?

Almost all plumbing repairs and projects covered by The Great Update Rebate are on your home’s exterior. Interior improvements are subject to far more restrictions.

Here is a list of basic project criteria Plano residents can use to see if they qualify:

  • The project must involve minimum property improvements of $20,000.
  • Exterior projects qualify, with the exception of a short list of ineligible improvements (you can find those here).
  • Your project must complete within four months of start, unless demonstrable need for an extension is shown

Based on our assessment of these criteria, these major outdoor plumbing projects should be approved for coverage:

  • Sewer line repair or replacement
  • Water line repair or replacement
  • Underground pipe leak remediation
  • Exterior lead or galvanized steel pipe replacement
IMPORTANT: Do not begin work before receiving your Notice to Proceed! Any project started before official approval is disqualified from receiving The Great Update Rebate.

What properties are eligible for The Great Update Rebate?

As of this publication (March 2025), the City of Plano states the following properties are eligible for The Great Update Rebate:

  • Single-family houses, duplexes, townhouses and condominiums 
  • Houses that are 30 years or older
  • Homes must be owner-occupied (no tenant-occupied, vacant or rental properties)
  • Homes must be current on taxes and insurance
  • The County Appraisal District appraised market value of the property must be less than or equal to 85% of the Federal Housing Administration single-family mortgage limit for Collin County for the current year. 
    • Year 2024 FHA limit of $563,500 times 85% equals $478,975 maximum property value for 2024.

How to apply for Plano’s Great Update Rebate

Fill out Great Update Rebate application package, available as a PDF on the City of Plano’s website. Be prepared to follow a few links in order to submit official proof of property ownership and its appraised market value.

Plano TX Rain and Freeze Sensor Rebate Information

Rain/freeze sensors help conserve water by preventing unnecessary irrigation. They detect rainfall and freezing events, then send a signal to your sprinkler system to shut off.

These sensors are especially valuable in Plano, Texas, which places heavy emphasis on water conservation solutions. 

Plano offers rebates up to $75 for the installation of a rain/freeze sensor:

  • $50 for rain/freeze sensor installation
  • Additional $25 rebate if installed by a licensed irrigation professional

A maximum of $75 in rebates can be applied to your utility bill.

How to apply for your rain and freeze sensor rebate

Use the online Residential Rain and Freeze Sensor Application form, which is part of the city’s Water Rebate Program.

You must have a City of Plano water utility account in good standing for the property where your sensor is being installed.

Send in your rebate application and proof of purchase and installation within 120 days of purchase date.

Plano Residents Get a Rebate For Up to 3 High Efficiency Toilets

Efforts to improve the plumbing efficiency of older Plano homes have grown in recent years. 

The city now offers a rebate program for high efficiency toilet (HET) installation in homes built in 1994 or earlier.

Homeowners may receive rebates up to $225 for installing up to 3 WaterSense® labeled high efficiency toilets. The following rebate offers apply:

  • $100 credit for the first high efficiency toilet;
  • $75 credit for the second; and
  • $50 credit for the third.
Note: Eligible WaterSense® high efficiency toilets must be 1.28 gallons per flush or less. But don’t worry — tons of toilet styles and brands quality.

How to apply for your high efficiency toilet rebate

First, check to see that your product is named on the EPA’s official list of WaterSense® labeled toilets

Next, complete the Plano Water Rebate Program’s application form for Residential High Efficiency Toilet (HET) Installation.

Completed applications and proof of purchase (product receipt and licensed contractor invoice) must be received by the city within 120 days of purchase date.

Rebate Available for Pressure Reducing Valve Installation

Pressure reducing valves (PRVs) regulate and reduce water pressure from the main water supply into your home or residence. PRVs reduce water flow and leak risks, making them a key component of a larger water conservation plan.

Plano offers rebates that cover 50% of the PRV, associated parts and installation costs. This rebate is available up to a maximum of $500.

This particular rebate is highly generous — you can apply if the valve was installed any time after October 1, 2015. The PRV must have been installed by a licensed plumber registered in Plano, and it must reduce water pressure to the entire house.

How to apply for your PRV installation rebate

Make sure your property qualifies for the PRV rebate. You’re eligible if you live in any of these structures built before January 1, 2013:

  • Single-family detached homes
  • Townhomes
  • Duplexes and condos

Fill out the Residential PRV Rebate form online. You must currently own the residence, and have an active City of Plano water utility account in good standing. (Use their PRV Rebate Map to see if your address qualifies.)

You must submit your application along with an itemized invoice for parts and installation. The invoice must include your plumber’s license number and installation date, and be received within 120 days of installation.
